Tony Chadney
  • Tony has over 20 year’s international involvement with the Radio aspects of Wireless Networks.  Primarily working for Network operators he has also worked with Ericsson and as a consultant to a Telecommunications Regulator in the Middle East.
  • Starting at British Telecom Labs, UK, he was a Technical Group Leader involved in the development and assessment of CT2, DECT, GSM and CDMA. He was also Technical Lead on PCS studies for McCaw Cellular, a BT investment at the time.
  • In the 1990s, he was with AirTouch International, USA, where he led  RF Engineering activities on successful   bids for nationwide licenses in Korea, Italy and Spain. He also had overall responsibility for AirTouch’s RF planning and performance assessment tools, both GSM and CDMA, used by operational units of both US and International markets.
  • After AirTouch, he led Ericsson’s GSM RF Network Planning and Optimization Centre for a 1,600 BTS rollout in Indonesia.
  • Since then, he has worked as an independent on projects for a variety of organizations including Orascom, Etisalat, Arthur D. Little and The World Bank.  Responsibilities have included overall technical leadership on bids for NGN/2G/3G licenses and networks  in Africa, and “Due Diligence” of 2G/3G and wire-line networks in Asia and Sub-Sahara Africa.
  • In 2008, he was Lead Technical Consultant on an EU project to support the establishment of an Independent Telecommunications Regulator in the Middle East.  Responsibilities covered development of the Spectrum Management and Licensing Regulations, Technical Requirements for National Broadband Networks, spectrum pricing and the National Frequency Plan.
  • He has a B.Sc. in Electronic & Electrical Engineering, 1st class honours, and a Ph.D. in Mobile System Engineering, both from the University of Surrey, UK.
